A beach is one of nature's most special playgrounds, and the beaches of Carmel, California are among the most beautiful. Carmel-by-the-Sea, usually called simply Carmel, is located in Monterey County, on the central coast of California. Of course, few towns exist that don't still have some quirky laws on the books. Carmel is no exception. For example, did you know that women are forbidden from wearing high heels unless they have obtained a permit? The local municipal building offers them at no charge, in the hopes of preventing pedestrians from suing if they happen to trip on uneven pavement. Another mandate once made it illegal for folks to eat ice cream on the streets; it was overturned by famous actor Clint Eastwood, who was the town's mayor from 1986-1988.
