Winter boots are specifically meant to keep your feet warm but you cannot use them in snow. There are many materials that can do the trick, but probably, rubber will be the best option in this case. The soles and bottom of soles made out rubber not only provides protection against wet and cold conditions but also makes cleaning quite easy. All you have to do is hose them down or rinse off the dirt.
