Skullcap helmets sit on the very top of the head and are the least intrusive of all the helmets. To put it bluntly, they are the helmets for those that do not want to wear a helmet. Most states have helmet laws, however, that require the use of a helmet, so you will often see people who carry skullcaps around and only put them on when they are in one of the states that require them. They sit on the very top of the head and usually only come down to about the top of the ears, and are held in place with a chinstrap.
